Some rules to start with:
no cell phones in the fast lane.
no cell phones when making a right turn on red in city traffic.
no cell phones while weaving through traffic.
no cell phones while impeding the forward progress of those around you.

i talk while driving, but i try to avoid it. i prefer to use it while parked
or pulled over - makes it easier to take notes too.

when sailing i've noticed that if the driver starts talking about anything
that doesn't have to do with sailing, the boat starts to wander off course.
and there's not even a phone involved.
