Panic over, I've found one. I was very impressed with this site, I did
another search on Google for "webcam security" and one of the pages looked
interesting. It had loads of free downloads, but the documentation was
pretty lousy. But, they had a freephone number, so I called that and a very
helpful guy (after I had explained what I wanted) suggested I look at
http://www.homewatcher.com and their software does exactly what I want :)
