Yep to everything, DHCP does hand out the addresses, the address for the
printer is reserved, PINGed the print server with success when it was on,
failure when it was off.
The test pages from the print server print out ok, so I know the printer is
physically capable of printing...but for some reason the jobs arent reaching
it.

Sitting in the spooler doesnt generate an error either.  The printer icon
stays in the systray, but it doesnt show a 'user intervention required'
status like it normally does when a job fails.

Turn off the print server and do a PING check to make sure the IP hasn't
been assigned to something else. If you are using DHCP to assign addresses,
but hardcoded the printer, make sure you reserve the printer's IP.
