Sure they count - to us.  But to the treaty,
they don't really.  No talks are or have ever
been underway about total elimination of the
stockpiles.  Which is what the treaty requires.

The NPT very nearly didn't get renewed in 1995
for this exact reason: not unreasonably a number
of non-nuclear states were a bit peeved that
they were expected to hold their side of the
bargain but we weren't.
