You could make the argument that it was, but if the European powers hadn't
been busy fighting on the Continent it wouldn't have been a policy for very
long... Especially since it was mainly enforced by the Royal Navy keeping
French and Spanish ships busy elsewhere... Otherwise our then pitiful little
Navy would've been so much scrap.
