actually, it's not designed to stop the unwanted use of the machine,
although you can use Policies to disable the use of the ESC key at that
stage.  Windows 9x was never designed to be a robust, secure networking
platform - if you want to leave your machine at a login prompt that is hard
to defeat without entering a valid username/password, use Windows NT,
Windows 2000 or a Unix variant.
