Not really _by_ restaurants, but there's amazon's restaurants, which
compiles menus and organizes them into geographic areas ... i've found it
handy from time to time:

Not the best site by any stretch of the word, but one of the better ones
that I order from all the time [better in relation to most of chicago's
restaurant websites - i.e. it doesn't scar my vision]:
