Nope, no difference - business trips are also covered by Visa Waiver. Last
time I was there was a business trip.

Actually, even if he were earning money while there, as long as he's not
earning it as a resident, it still should be fine.

I forgot to mention it's a 'business' trip; he's a fantasy artist and is
going
to a wargames convention at the expense of one of his clients. He won't be
earning any money while over there (the flight and board is his 'payment'),
but
will be expected to stand behind an exhibition stand and sign autographs,
etc.
He won't get any time to sight-see, so I don't really think he counts as a
tourist.

Make any difference to his status/paperwork?
