Tools:Options:Mail format

Look for the settings button, click and at the bottom of that
screen is a "automatically wrap at XX characters before sending"
option.

set that and you should be good to go.

(you are using Outlook, not Outlook express?  In OE the setting
is under tools:options:send tab, plain text settings button)
