"claims"? It's fact. Web created at CERN, Switzerland. Last time I
checked, .ch was on the European continent :) Also don't forget Europe was
the first extra-US regions to be connected to the ARPANET in the early 70s
(either one of the Scandinavian countries or the UK if memory serves).
