Search the registry for references to OE? You might see an OE reference
in the IE part somewhere...

Well, that's the problem - I did that. I rebooted. It says Outlook in
the prefs still, but the behavior persists.
Weird.
Maybe I should just kill OE.

I'm not saying there should be a capital punishment for stupidity, but
why don't we just take the safety labels off of everything and let the
problem solve itself?
