...and more importantly, have the same political payload... It's intended
to make people think "let's not screw with them - they might have a working
system"

Why spend the time and energy on transitioning from test rig to deployable
weapon (which is probably more significant than the effort required to get
to test rig status) when you get most of the benefits from step 1?
