Maybe your USB cable is busted ....

Did you check up whether the USB root hub is working properly (under
computer management device manager) ?

I once had a power supply problem with an external USB hub, so also
check the power settings for the USB root hub....

Maybe the guy who fixed the m/b messed up the IRQ settings for USB
in the BIOS....
