Not sure if this will meet the requirements, but Snitz Forums
<http://forum.snitz.com> are free and they've been pretty good in the short
time I've had to use them. The developers are quick to respond in their own
support forum, too. It's more of just a message forum (like phpBB for example)
than a weblog though.
