The flash is reflected back into the image by the eyes of the subject.

Flash is in basically the same place as the lens and pointing at the subject
by the same angle.

Don't use a flash, or use one which diffuses, or use one which has a
different point of origin to the camera lens, or use one which you can point
away from the subject at a slight angle.
