Gotta disagree with one of your proclamations here, this one:

If only!  I think you missed the third part ... the one where the 
feeble-minded overrun the Earth ... you know, those folks that don't 
know how to merge on the freeway?  The ones that find stop signs 
confusing?  Those people that ring up an overflowing cart full of 
merchandise at the counter, discover they only have 47¢ in their 
pocket and spend the next hour trying to decide what to buy?

They're everywhere man.  So much for the weak being 'culled'.
