I don't know why either...

It's the same in Thailand. I went to 4 different pharmacies - trying to
explain what I wanted with broken Thai and hand signals! That was um... an
interesting adventure. I had no luck.

Maybe you could figure out a way to have them available more discreetly.
Instead of in a basket maybe in a box of some kind, or available next to the
toilets somehow. Because you may feel uncomfortable with them... but the
women's washroom is the domain of women and they'll probably feel more
comfortable with it than you are. Some women's toilets may even have pay
dispensers.  Ask some girlfriends (if you're feeling brave ;-) for their
opinion.

Remember! Nothing ruins a romantic dinner date faster than getting your
period unexpectedly with no supplies handy.
