Yes, it might be a good thing to try.

Jack kills Sally, Joe kills Jack, Steve kills Joe, Hermann kills Steve...

see, what should happen is, once all the killers are dead, you're 
eventually going to run out of people who are willing to kill the 
killers. You'll be left with one killer who doesn't get killed 
because we've run out of killers...

and probably a lot of women, and a few  guys, and lots of small children.

It might be hard to support all the children, but at least the 
remaining people would be relatively peaceful.

Until someone up and kills someone else, and the cycle of execution 
starts again...

Yes, very surgical.  It could work really well.
