Seems to be, yes. He's pointing at the wee lad and saying "That's Baby 
Ruaraidh!" (fortunately he doesn't have to spell it!), and being 
generally affectionate. A wee bit heavy-handed, sure ("Gently, 
Morgan!"), but basically affectionate.

He's not  being particularly jealous either, being usually fairly happy 
to sit next to Lucy and lean on her, rather than demanding cuddles all 
the time, which is much better than expected.
