I suspect you're right about that, but it's an excellent job of delegating 
responsibility, and the sort of thing we really ought to encourage.  

They say that second-rate leaders choose third-rate followers, but from 
the first-rate "other party" obviously involved in this one, it would 
appear that Paul must be first-rate as well. 

I apparently became a great-grandfather last week, but I haven't seen 
any pictures yet....
