PFIs are also have endemic mismanagement from those who are supposed to be
in control of them (politicians and civil servants) - they have little
clue on how to control contractors or negotiate.

That's why yer Skye Bridge which would have cost £22m if normally procured
is ending up costing £40m or so in tolls (yes, the most expensive bridge
in Europe), and why the cost of the Scottish Parliament building is an
order of magnitude overbudget, while the politicians and civil servants in
question are doing their best to blame everyone but themselves.
