 - age (too young, too old)
 - physical health (sickly, using drugs/alcohol)
 - mental health
 - for males, inability to find a consenting mate
 - impotence/infertility
 - religion
 - ability/skill level *wink wink*

these are all barriers to entry.

i think you're correct in this observation.

i think that in 99% of the cases, the individual requesting entry into admin
probably would have been granted their request.
