you're missing the angle. i think amanda is saying that we'd get a
reputation for being a waste of time to submit articles to if we get ten
submissions and denied every one of them (that's *not* to say that we should
let any of the crap ones through to try to alleviate this). fwiw, this has
been a concern we've had to deal with where we've deleted several of an
author's submissions in a row so it's near and dear to our hearts.
