i used to not want vote changing too. but then amanda brought up the
scenerio where discussion is continuing during the voting period. i think
that if neither the end date nor quorum has been reached, people ought to
be able to change their mind. otherwise, it kind of diminishes the purpose
of discussing things during that period. it's possible that not allowing
changes in vote could promote waiting until the last day of the voting
period before voting, and im not sure that's something we want. thoughts
welcome, tho.
