He's asking if whether sending a message to admin-request at lists.evolt.org
with "subscribe" as the subject (or body) will make him a member of the
admin list, or if it needs admin approval, that such approval will be given. ;)

IOW, how does he sub to the admin list ('cause he's not a regular admin)?
