Some groups would possibly want to have a different qualification to
voting rights than 'subscribed to the list'.

Note that this group, the sysdev group and the sysadmin group already
have 2 different sets of rights - being on the list and being able to
*do* things like sign off content, edit code, set up http.conf options
etc. These 2 rights are not necessarily congruent.
