Anyone working on the site (probably identified by being members of  
the TPM project) should have at least content admin access to the teo  
Drupal site.

Interestingly, the permissions model seems to have changed, so  
although I have the role 'Full admin' on teo, I don't have access to  
change anyone else's role.
