[theforum] evolt.org admin question

In our past we've attempted many different ways to govern evolt.org. We
started with just one mailing list - admin - which handled everything. And
then admin became to noisy for us to effectively do all that needed to be
done and we created more groups to do certain things (theforum, was the
larger forum, to discuss the grand scale of things - thesite was a mailing
list, to develop the website further - thechat was the social gathering
place, to keep all other lists on point. 
Thesite was later changed to desdev (design and development) one of five
maintenance lists that had to do with different things ... again to further
reduce the noise and limit the focus of each task ... this then happened
during the same time as everything blew up, and thus this structure was
never really tested (probably mainly because it was an overkill :)) -
therefore ... later, it was desided to nix all "admin"lists but finance,
sysadmin and content - all other schtuff is was migrated into theforum.
