Depends on how the author/admin editor has coded it. I believe
the style we're moving towards is for off-site links to be
target=_foo
Some current articles/comments do that. Most probably
don't. It shouldn't have any relationship with the new backend
of the site as we've just lifted the content db wholesale and
dumped it in the new templates (I think - naysayers, this is
your opportunity).
