I've made another update to the design document for UEUE.

Here's in interesting question.  It's kinda directed at Dan, but really 
for any Apache skillz personage.

If I where to access the URL for a PHP page, is it possible to 
rewrite/remove cookies, that are being passed from the browser to the 
webserver, from within Apache before the request is passed through to the 
PHP page/engine?

Basically this would be some type of handler configured in httpd.conf...

Any ideas?
