again, nobody is suggesting that the major should use (directly) the data in
tables in an oracle database.  however, creating a mechanism that runs as a
scheduled process to update the major's data store from the data stored in
the oracle database is the goal and would result in the integration we're
looking for.  the actual workings of the major wouldn't change at all.
