How about something like

"Sorry, only registered evolt members are able to submit
articles. If you are a member, remember to log in via the
form on the right. If you aren't a member yet, why not sign
up now?"

then list reasons why signing up would be good

"Thankyou for coming to write an article. The evolt
community thrives thanks to people like you! While you're
signing in, why not read the " link to writing style " and
"link to acceptable code use "guidelines?"
