Um, might I ask why we have a <base> tag?

I don't think <base href="http://evolt.org/evolt/"> will work properly.
IIRC, you can only specify the base domain name, not a directory on the
site. So <base href="http://evolt.org/evolt/"> is the same as <base
href="http://evolt.org/">

Yep, I'm right.

So... what does the <base> tag accomplish that using proper relative URLs
like "/someFolder/someURL.html" won't?
