ok. i rather envisioned it like the article submission process. create,
preview, edit, preview, edit, etc., approve, then notification is sent.

in this process, the very last step would be "publish" or something and
the note would be sent off. of course, just like articles, they could be
edited after approval/publication.

pretty much. you probably want to avoid memo tho.
