[Javascript] IE problem: form elements overlaps submenu

It manifests the same behavior if the submenu overlaps a list item. I 
did a double-decker version of Suckerfish for a client site, and IE 
insisted on displaying the second row of LIs on top of the submenu, no 
matter what. I finally had to re-arrange the menu items so that the two 
  with dropdowns were ranged along the bottom row.
