If you haven't tried importing bitmap images into Flash as PNGs, you 
really should try it out. You'll never use another format.

Just make sure to save it:

A. as 24 bit, or 24 bit + 8 bit alpha channel.

B. Without interlacing

C. With no filter

Advantages:

1. Flash retains the original filename is retained instead of 
changing it to "Bitmap [x]"

2. You've got alpha transparency if you need it. Photoshop will walk 
you through it real nice and easy - select Help > Export Transparent 
Image.

3. You can sometimes get away with a better looking image AND a 
smaller filesize than JPEG when publishing your movie if you select 
Lossless/PNG for that bitmap's properties.
