If he's going to have his own server, he will save himself a great deal of
money by using the LAMP combination (Linux/Apache/MySQL/PHP) rather than
Windows/ASP/SQLServer. Actually, for starting out/learning, he would be
fine with a virtual server using this combination -- a lot less hassle than
setting it all up himself.

All other things being equal, PHP should be just as easy to learn as ASP,
and there are lots of free resources around to help him.
