(not addressing any other issues, 'cause it seems like tabular data so
tables are good)

tds can be given a specific width, allowing nested tables to be nicely
aligned.

of course, unordered lists, if they fit the bill semantically, could
probably be pressed into service with some 'display:none' going on

it's my day to be irrational and disconnected, so forgive me if this
seems, well, irrational or disconnected
