John summed it up very nicely when he said that Joomla is the website.  
There are plenty of tutorials available for creating Joomla templates, 
but the fact is that it is not a trivial task to master a template.  If 
Jooma is the decision then option #2 might be to do a search for Joomla 
templates (many thousands available) similar to what you want and 
implement one.  -Bob
