There is some "luck of the draw" in the mix, I think more with shared hosting and certainly the hosting company as well. I have a client with the CMS running on a shared hosting package. I monitor the server and although there are some occasional performance issues, nothing too serious.
With the same hosting service and my reseller account, we were assigned a different server and the performance dings were regular, notorious. You don't know who else you're sharing space with, yadda yadda. After I moved the reseller account to VPS, this resolved the problem. Now there is no one else to blame...
