[Javascript] IE4/NS4 on Windows 3.1/NT3.51

Hi all.

I've just been given a spec that requires that the site must run on off a CD
on the following specification:

 Windows 3.1 or later/NT 3.51 or later

using:

 IE4 or later/NS4 or later

I'm confused tho, I don't recall there ever being a port of IE4/NS4 for
Windows 3.1 or NT 3.51... can anyone clarify this?
