Don't believe everything you hear, especially from foreign tourists who are
shocked by what they apparently see.

It's usually a con game. Begging is a fairly profitable business in the
large cities here, and the "dying" child is usually an accomplice in the
con. Ahem.

Heck, it's all run like a Mafia operation here. I kid you not.
