[thesite] & vs & (XHTML w3c Specification)

I messed around with & vs & last night on one of my sites and I noticed
that while ie5.5 (undoubtedly the most stable and well developed browser
ever <grin>) does like href's to use &amp; (as per the w3c specification) it
does not like the &amp;'s in action (like in a form tag, again, as per the
w3c specification)  So, a handy search and replace on the code for & and
&amp;is not really appropriate, and changing quest_tokens and and_tokens is
not really appropriate since that should affect every url.

Can anybody else verify my observations?
