It isn't. It is an Appendix C non-normative requirement[1].

[1] I absolutely detest the inconsistency between the text/html RFC,  
the XHTML 1.0 spec, the W3C note on XHTML media types and statements  
by the old HTML working group (and stick to HTML 4.01 on the client  
side).
