On my machines (WinMe and WinXP), the page seems to display as intended in IE6 and NN4.7.  The email disclaimer windows appear in the upper left for a second or two and then move to the middle of the screen.

Also, unrelated to this thread, but probably important to your client:  if there's a chance that any potential visitors will use browsers like Mozilla, AOL/NN7, Opera, and others that allow popup blocking, the entire site comes up blank when I browse with them using the popup blocking feature.  Turning the feature off seems to fix this.
